If any provision of this chapter or the Washington Model Traffic Ordinance adopted by reference in this chapter and effective from and after July 1, 1994 or its application to any person or circumstance is held invalid, the remainder of this chapter or its application of the provisions to other persons or circumstances shall not be affected.
