In any place where parallel parking is permitted or required, it is unlawful to park a vehicle with the right wheels of the vehicle, or either of them, more than one foot from the curb nearest the vehicle. In any place where angle parking is permitted or required, it is unlawful to angle park a vehicle otherwise than with the right front wheel abutting against and touching the curb immediately in front of such vehicle where there is such a curb.
