Whenever a portion of the sidewalk is unimproved, at such time as development or redevelopment triggers the requirement for the improvement per Chapter 12.64A ACC, it shall be the responsibility of the adjacent property owner to improve the sidewalk per the adopted city codes, including the engineering standards that are incorporated by reference in ACC 12.04.010.
