No person or persons, corporations, firms, partnerships, governmental agencies or any organization of any kind shall make any excavation of any kind, or perform any type of work or construction within any street or alley right-of-way in the city, without providing adequate traffic-control and/or barricading devices as required by the safety standards specified.
