This code is enacted under the police power of the city of Auburn to protect and preserve the public health, safety and welfare. Its provisions shall be liberally construed to accomplish this purpose.

It is the specific intent of this code to place the obligation of compliance upon the owner/operator. Nothing contained in this code is intended to be or shall be construed to create or form the basis for liability on the part of the city of Auburn, its water utility, officers, employees or agents for any injury or damage resulting from the failure of the owner or operator of any private system to comply with the provisions of this code, or by reason or in consequence of any act or omission in connection with the implementation or enforcement of this code by the city of Auburn, its utility, officers, employees or agents.
