All meters shall be and remain the property of the city and will not be removed except by the city. In all cases where meters are lost, damaged or broken by carelessness, negligence or willful actions of owners/operators of premises, they shall be replaced or repaired by or under the direction of the city. The actual cost of repairs or replacement of meters will be charged against the owners/operators. In case of nonpayment of fees, fines, charges or penalties, the water shall be shut off and will not be turned on until all charges are paid.
