The mayor may order water use restrictions and conservation measures when necessary to protect the public health, safety, and welfare during a water shortage or emergency caused by drought conditions, city water utility damage or destruction, or any other cause threatening to disrupt or diminish the city’s water supply below its ability to meet normal water demands.
