The type, capacity, location, layout, and design of a private sewage disposal system, if required, will comply with the recommendations and regulations of the county health authority. Each private sewage disposal system will be designed by a registered professional civil engineer or certified sewage system designer. No sewage will be permitted to discharge to any natural outlet or to the ground surface. The property owner will operate and maintain the private sewage disposal system in a sanitary manner at all times and at no expense to the city. (Ord. 6704 § 4 (Exh.
