It is unlawful for any person to carry on or engage in the business of pumping out the contents of septic tanks, cesspools, grease traps, seepage pits, vault privies, portable toilets and other receptacles of human sewage or to transport over the highways or to dispose of the contents of said facilities unless the pumper business operator, and in addition, each employee of the business who engages in pumping activities, holds a valid certificate of competency and each vehicle has an annual inspection tab issued by the county department of public health.
