The exemption set out in ACC 13.24.010 shall be allowed for residential water users and/or for those whose dwellings are connected to the sanitary sewer and/or for those who use the solid waste or storm drainage service. The utility services referred to in ACC 13.24.010(A) shall serve a location utilized solely for residential purposes and shall not serve a location utilized for other purposes such as a commercial or industrial establishment.
