The monthly water discount for those qualified citizens who apply for an exemption under the provisions of this chapter shall be a 50 percent discount of the entire water charge if receiving a reduced rate and 80 percent of the monthly base charge if receiving a rebate as specified under Chapter 13.06 ACC.
