All exemptions from the minimum monthly charges for the specified utilities will be required to be renewed or applied for annually during the month of May. Exemptions for individuals with their own accounts will start with the next billing after May, exemptions for individuals without their own account will be in the form of a rebate for the previous 12 months or any eligible portion thereof for which the applicant can show proof of residency in the household for which the exemption applies in the form of rent receipts, providing that the total annual rebate for a building does not exceed the total amount billed in the previous 12-month period.
