The city engineer may allow utility service connections for permanent structures to be temporarily located aerially for up to 180 calendar days, and may grant an additional extension not to exceed 180 calendar days for temporary aerial service connections for permanent structures. Such authorizations may include financial securities or other instruments to ensure the conversion of the aerial system to an underground system by the end of the extension period authorized.
