The construction, use, maintenance or continued existence of illicit connections to the storm drainage system is prohibited. This prohibition expressly includes, without limitation, illicit connections made in the past, regardless of whether the connection was permissible under law or practices applicable or prevailing at the time of connection. Any such connections, now existing or hereafter installed, are a nuisance and shall be abated immediately. If, after proper notice, the property owner does not abate the connection(s) as directed by the city, then the city shall have the authority to abate such connection(s) and bill the property owner for all reasonable costs.
