Pursuant to the Regulatory Reform Act, Chapter 403, Section 421 of the Laws of the State of Washington 1995, the city is not liable for damages due to the city’s failure to make a final decision within the time limits established in Chapter 14.11 ACC. (Ord. 4835 § 1, 1996.)
