All manufactured homes to be placed or substantially improved on sites shall be:

A. Elevated on a permanent foundation in accordance with ACC 15.68.310(A); and

B. Securely anchored to an adequately anchored foundation system to resist flotation, collapse and lateral movement. Methods of anchoring may include, but are not to be limited to, use of over-the-top or frame ties to ground anchors. This requirement is in addition to other applicable anchoring requirements for resisting wind forces; and

C. If manufactured homes are constructed or substantially improved with fully enclosed areas below the lowest floor, the areas shall be used solely for parking of vehicles, building access, or storage. (Ord. 6761 § 1 (Exh. A), 2020.)
