EIS” or “environmental impact statement” means a document prepared to assess the environmental impacts of a proposal which has been judged to have, or likely to have, a significant adverse effect upon the quality of the environment pursuant to the State Environmental Policy Act of 1971 (Chapter 43.21C RCW), as now constituted or hereafter amended.
