Half street” means a street with improvements built only from the centerline to one edge of the ultimate right-of-way, or to a minimum width as defined in the city’s design and construction standards, designed and built in accordance with all applicable ordinances, standards and requirements; provided, that appropriate measures shall be taken to protect the structural integrity of the exposed edge of pavement, as determined by the city engineer.
