The council of the city of Auburn (the “council”) hereby finds and determines that new growth and residential development in the city of Auburn will create additional demand and need for parks and recreation facilities in the city of Auburn, and the council finds that new growth and development should pay a proportionate share of the cost of parks and recreation facilities needed to serve the new growth and development. The city of Auburn has conducted a study documenting the procedures for measuring the impact of new developments on parks and recreation facilities. This study has contributed to the rates as established in the fee schedule of the city of Auburn. Therefore, pursuant to Chapter 82.02 RCW, the council adopts this chapter to assess impact fees for parks and recreation facilities. The provisions of this chapter shall be liberally construed in order to carry out the purposes of the council in establishing the impact fee program. (Ord. 6341 § 5, 2011; Ord. 6063 § 1, 2006.)
