The finance director shall exercise control and supervision over the department of finance of the city and to this end shall have the necessary control and supervision over the employees therein, sufficient to enable the director of finance to exercise the requisite control and supervision of the billing, collecting and accounting functions of that department. They shall submit to the mayor and city council monthly and annual reports covering the operations of all municipal utilities of the city. (1957 code § 1.07.040.)
