The parks and recreation department shall have all the powers to perform all the duties provided by the laws of the state relating to park and recreational departments in cities of the third class. The parks and recreation department shall have the management of the park, playground system, cemeteries and the administration of the rules and regulations provided by the mayor and city council for the management of municipal parks, recreation areas, and cemeteries.
