The human resources department shall supervise and oversee the following:

A. Preparation and implementation of the budget for the department;

B. Assist the court in the preparation and implementation of the court budget;

C. Formulate and recommend comprehensive goals on human resources issues;

D. Formulate and administer the city’s human resources policies and programs;

E. Ensure compliance with statutory requirements and city policies and procedures relative to employment law, collective bargaining, and safety/risk management issues;

F. Develop, maintain, and administer a comprehensive benefits program for the employees of the city;

G. Maintain and update the city’s classification system;

H. Maintain, update, and coordinate with the finance department, the city’s salary schedules;

I. Develop recruiting plans and centrally administer the selection and hiring processes for all city hiring decisions;

J. Coordinate with all departments the use of contract employees and employment agencies;

K. Provide information and recommendations on interjurisdictional and annexations actions, as they apply to employment issues;

L. Represent the city in all collective bargaining and grievance issues;

M. Investigate and resolve employee relations issues;

N. Develop and administer the city’s safety and risk management programs;

O. Administer the city’s affirmative action and equal employment opportunities programs;

P. Maintain the data in the city’s human resources information system. (Ord. 5566 § 3, 2001.)
