A. City Holidays Generally. All monthly and hourly employees of the city shall be entitled to observe the following legal holidays, with the exception of employees specifically assigned to operating duties, emergency work, or special maintenance service, who shall be granted one working day off in lieu of the holiday:

1. The first day of January, commonly known as New Year’s Day;

2. The third Monday of January, being celebrated as the anniversary of the birth of Martin Luther King, Jr.;

3. The third Monday of February, known as Presidents’ Day, celebrating the anniversaries of the births of Abraham Lincoln and George Washington;

4. The last Monday of May, commonly known as Memorial Day;

5. The nineteenth day of June, recognized as Juneteenth, a day of remembrance for the day that African slaves learned of their freedom;

6. The fourth day of July, being the anniversary of the Declaration of Independence;

7. The first Monday in September, to be known as Labor Day;

8. The eleventh day of November, to be known as Veterans Day;

9. The fourth Thursday in November, to be known as Thanksgiving Day;

10. The day immediately following the fourth Thursday in November, to be known as Native American Heritage Day;

11. December 25th, commonly called Christmas Day; and

12. Any day designated by public proclamation of the chief executive of the state as a legal holiday or as a day of thanksgiving.

B. Employee Election of Two Additional Holidays. In addition to the holidays specified in subsection A of this section, city employees shall be entitled to select two additional paid holidays per calendar year by consulting with their supervisor in accordance with city policies. Subject to city operational requirements, the selected additional holidays may include the day before Christmas and the day before New Year’s Day.

C. Labor Agreements Unaffected. Nothing in this section shall be construed to have the effect of increasing or reducing the number of employee paid holidays in existing labor agreements between employees and the city. (Ord. 6871 § 1 (Exh. A), 2022; Ord. 4652 § 1, 1993; Ord. 3939 § 2, 1984.)
