While there is an interment upon any grave, the city cannot consent to the transfer or conveyance of the grave in whole or in part by anyone other than the original owner, nor will the city recognize the right of any party claiming burial in any grave so transferred or conveyed unless the permission of the owner or the legal representative is entered on the records of the city.
