No person except authorized city personnel shall trim or prune or remove any part of the trees or shrubs in the cemetery. If any tree or shrub situated on any grave by means of its roots, branches or otherwise becomes detrimental, dangerous or objectionable to the adjacent graves, walks or avenues, the city shall have the right to enter upon the grave and remove the trees or shrubs, or any trees or parts thereof as it may see fit.
