Except as otherwise provided herein, any utility, telecommunications carrier or operator who desires to construct, install, operate, maintain or otherwise locate facilities in, under, over or across any public way, and to also provide service to persons or areas inside the city or outside of the city, shall first obtain a franchise granting the use of such public ways from the city pursuant to Chapter 20.04 ACC.
