In the event of an emergency, a franchisee or lessee may commence such repair and emergency response work as required under the circumstances, provided the franchisee or lessee shall notify the city in writing as promptly as possible, before such repair or emergency work commences or as soon thereafter as possible if advance notice is not practicable.
