No franchise granted pursuant to the provisions of this title shall become effective unless and until the ordinance or other city action granting the same has become effective. Within 30 days after the effective date of the ordinance or other city action granting a franchise or within such extended period of time as the council in its discretion may authorize, the applicant shall file with the city clerk an unconditional written acceptance of the franchise in a form satisfactory to the city attorney, together with the insurance policies, financial security, and any outstanding fees required by this title.
