That certain fund in the treasury of the city heretofore created and now being maintained and known and designated as the “local improvement guaranty fund” shall continue to be operated and maintained under the provisions of Chapter 209 of the Session Laws of Washington of the year 1927 (Chapter 35.54 RCW) and the laws of the state supplementary thereto and amendatory thereof.
