The mayor is authorized to waive competitive bidding requirements for purchases of equipment or material when the purchase is limited to a single source of supply as determined by the city engineer, pursuant to RCW 39.04.280. A “single source of supply” is defined as either (A) only one available brand, manufacturing company, or vendor from which the city may purchase the needed material; or (B) the city engineer has determined that it is in the public’s best interest to purchase only one particular brand, type, or model of material for maintenance and/or quality performance reasons.
