A. For contracts utilizing the formal advertisement process in ACC 3.12.020, the city clerk or designee shall open and publicly read aloud bids received at the time, location and manner set forth in the contract advertisement. Unless otherwise prohibited by law, the opening and reading may be conducted virtually.

B. For contracts subject to ACC 3.12.020(E), the city engineer shall determine whether a public reading of received bids is required, and shall include the determination in the invitation to bidders or request for quote documents.
