The ordinance from which this section is derived shall take effect five days after its passage, approval, and publication as provided by law, but no earlier than July 1, 1990, and the date on which the contract between the city and the state of Washington Department of Revenue for the collection and administration of the tax is effective and be effective in accordance with the guidelines established by the state of Washington Department of Revenue.
