All wastes shall be properly disposed of in such a manner as not to constitute a nuisance or a public health menace, and in accordance with Book V, Part 1, Section 10 of the rules and regulations of the State Board of Health. There shall be provided and maintained in a suitable location a sufficient number of garbage containers of watertight construction, made of nonabsorbent material and provided with handles and close-fitting covers, and all garbage shall be kept therein pending its removal and disposal. Garbage containers shall be washed at intervals frequent enough so as to prevent nuisance. Filled garbage containers shall not be allowed to remain in any room where food is prepared or eaten.
