The provisions of this chapter are adopted for the safety, health and general welfare of the public. There is hereby established a uniform system for the collection and disposal of solid waste, including garbage, recyclables and compostables. A solid waste service provider shall provide such collection and disposal under written agreement with the city. All single-family residences, multifamily residences and commercial customers shall be entitled and required to utilize the services of the city’s service providers. Garbage collection service is mandatory for all single-family residences, multifamily residences and commercial customers. The charges/fees set by the city shall be applied whether or not the service is utilized. It is the intention of this chapter to meet state, King County and Pierce County solid waste comprehensive plan goals. Recycling and waste reduction is a primary objective of this chapter.
