Upon the failure, neglect or refusal of any owner or agent so notified to properly cut and dispose of grass, weeds, brush, and any other vegetation dangerous to the public health, safety or welfare within the time specified in the notice provided in ACC 8.20.030, the code enforcement official is authorized and empowered to abate such grass, weeds, brush, and vegetation and to order its disposal. At least 10 calendar days prior to abating the nuisance, the code enforcement official shall notify the property owner of the intended abatement. The notice shall be sent in the same manner and to the same individuals as provided in ACC 8.20.030. The notice shall include a statement that the property owner shall be responsible for the costs of the abatement, which shall be a lien upon the property if unpaid, that the property owner may appeal the abatement determination pursuant to ACC 8.20.060, and the procedures for making such appeal.
