A. This chapter shall apply to all buildings, appurtenant structures and premises located within the city including: (1) those structures within which PBX/CTX systems are presently installed; (2) those structures hereinafter constructed in which telephone systems will be installed; (3) any buildings, structures or premises in which telephone systems are and/or will be installed where a new certificate of occupancy is required because of a change in use; and (4) any buildings, structures or premises in which a telephone system is installed on or after the effective date of the ordinance codified in this chapter.

B. The owner(s) and/or occupant(s) or person(s) responsible for the conditions of any existing buildings, appurtenant structures and premises in which PBX/CTX systems are presently installed shall be in compliance with the requirements of the ordinance codified in this chapter on July 1, 1995.
