Enforcement personnel shall be deputized by the city to issue citations pertaining to nonmoving traffic violations in the nonmetered parking zones of the city only, and for no other purposes. (Ord. 5212 § 1 (Exh. F), 1999; 1957 code § 9.22.230.)
