The provisions of this chapter shall apply to all sidewalks constructed on any public street, avenue or thoroughfare within the city limits, whether constructed by the owners of the abutting or adjacent property voluntarily, or ordered constructed by resolution of the city council, or constructed by the city after such order by resolution, or constructed by the local improvement district plan as provided by law.
