The city shall prepare a staff report upon completion of its assessment of the right-of-way vacation petition. A copy of the staff report shall be forwarded to the petitioner, along with a letter regarding any changes made, conditions attached as recommended by the city in respect to the vacation in question, and the estimated schedule for the public hearing.
