No person shall use the airport as a base for the carrying on of commercial and business activities, for the carrying for hire of passengers, freight, express or mail, for the instruction in aviation in any of its branches, for the sale of aircraft, except that an individual aircraft owner may, if they is leasing accommodations at the airport, sell their own aircraft, such sales being limited to the sale of one aircraft per calendar year, for the sale of refreshments or any commodity or service, or for any other commercial purpose unless a lease, permit or license has been granted by the city.
