There is created, in the treasury of the city, a fund to be known and designated as the “water fund.” All moneys due the city for water service of any kind or as penalties for violation of the provisions of this chapter or of any other ordinance of the city relating to the municipally owned water system of the city shall be paid to the finance director, who shall ensure receipt and deposit into the water fund. The water fund shall not be commingled with any other fund or funds of the city and shall be disbursed only upon checks drawn by the order of the city council against the fund.
