The owners of private property will not allow any tree or shrub to grow so that its roots obstruct public or private sewers. Wherever such plantings obstruct a public sewer, the owner will remove the plantings or will otherwise remedy the sewer obstruction, any of which will be at the expense of the owner of the property on which the planting grows. If the property owner fails to correct the obstruction in a timely manner, the city may take corrective action and the property owner will be financially responsible to reimburse the city for any corrective actions taken.
