If the city determines that the actions of a property owner, or discharges from a private side sewer, result in damage to or partial or complete blockage within the public right-of-way or of a city-owned public sewer, or if such action or discharge requires corrective action by the city as determined by the city engineer, the property owner will be liable for said damage, blockage, and/or maintenance and will be financially responsible for any and all necessary repairs or other corrective actions necessary to restore the public sewer system to full and normal operation.
