The site plan required in the floodplain development application packet shall show existing native vegetation.

A. Within the riparian buffer zone, native vegetation shall be left undisturbed, except as provided in ACC 15.68.370 and 15.68.380(C).

B. Outside the riparian buffer zone, removal of native vegetation shall not exceed 35 percent of the surface area of the portion of the site in the Special Flood Hazard Area. Native vegetation in the riparian buffer zone portion of the property can be counted toward this requirement.

C. If the proposed project does not meet the criteria of subsections A and B of this section, a habitat impact assessment shall be conducted pursuant to ACC 15.68.440 and, if necessary, a habitat mitigation plan shall be prepared and implemented pursuant to ACC 15.68.450.
