“One hundred percent sight-obscuring fence” means a fence that is 100 percent opaque, completely obstructs view between two areas or completely obstructs view between two adjoining uses. A sight-obscuring fence shall be constructed of solid wood, metal, concrete, or other appropriate material which totally conceals the subject use from adjoining uses.
