The director or designee shall appoint an emergency preparedness manager to direct and coordinate development, implementation and maintenance of the emergency operations plan as chairperson of the emergency management committee, to provide coordination with outside agencies and organizations involved in emergency planning, to provide for public education and information, to manage the emergency coordination or operations center during emergencies and to perform such other functions as the director shall designate.
