The director shall have the power to adopt, publish and enforce rules and regulations not inconsistent with this chapter or with other applicable law to carry out this chapter’s provisions. Any such rules and regulations shall be presumed valid and shall have the force of law, and it shall be unlawful to violate them. (Ord. 6921 § 1 (Exh. A), 2023.)
