It is unlawful for any person to obstruct the access to any fire hydrant by placing around or thereon any stone, brick, lumber, dirt, landscaping or other material, or to open or operate any fire hydrant, or draw or attempt to draw water there-from without a permit or to willfully or carelessly damage or deface the same.
