From and after six months from the date on which this chapter or these rules and regulations take effect, no restaurant or drinking place shall be operated within the city, or its police jurisdiction, unless it conforms with the requirements of this chapter or these rules and regulations; provided, that when any restaurant or drinking place fails to qualify, the health officer is authorized to revoke the permit.
